Why Tokyo gets more time

Tokyo is not one sightseeing centre. Shibuya, Shinjuku, Asakusa, Ueno, Ginza, Akihabara and other districts each support substantial parts of a day. JNTO's city guide emphasises the contrast between these neighbourhoods rather than presenting Tokyo as one compact core.

Why Kyoto still needs three or four days

Kyoto is smaller but not compact in the way many first-time itineraries assume. JNTO's Gion and Higashiyama guide notes that the area alone can justify a full day or more, while Arashiyama sits on the western side of the city and Fushimi Inari is south.

The extra Kyoto day is most valuable when gardens, temples, craft districts and early-morning sightseeing are major priorities. The extra Tokyo day is most valuable when food, shopping, contemporary culture and neighbourhood variety drive the trip.

Do not split Tokyo and Kyoto equally by default. Give Tokyo the extra night because of metropolitan scale, then protect at least three full Kyoto days if traditional culture matters.
